On the 8th of April 2025 took place Second day of ResQT 2025 that was dedicated to Military Applications, Export Controls and Geopolitics 🌍 The program included: 1) Talk by Prof Reinhard Grünwald (Office of Technology Assessment at the German Bundestag (TAB)) 2) Talk by Lukas Weymann (Fraunhofer Institute for Systems and Innovation Research ISI) It’s a year of reports on technology and roadmaps so stay tuned. 3) Panel moderated by Reinhard Grünwald with Lukas Weymann (Fraunhofer ISI) Jürgen Altmann (Exp. Physik III, TU Dortmund University) and Michal K. (CTU/SIPRI/QuDef) An important question has emerged: What happens when countries with similar capabilities today diverge tomorrow due to quantum breakthroughs? As quantum tech advances, power dynamics are shifting — not just between countries, but between the public and private sectors. 🔹 The first to reach quantum advantage may be private companies, not states. 🔹 Defense giants are acquiring quantum startups, concentrating strategic tech. 4) Sibylle Bauer (SIPRI): see the photos 5) I presented emerging additional value of Quantum Security and Defense Working Group community in creating space for developing interdisciplinary inclusive quantum supply chain language. I have joined panel on Export Controls and Business moderated by Kolja Brockmann 9) Claudia Reinprecht highlighted the need to integrate quantum technologies into diplomatic and policy frameworks as they begin to reshape global infrastructure. Quantum innovation must be part of digital diplomacy. With rising tech rivalries between the U.S. and China, Europe must define a sovereign and ethical quantum strategy - one grounded in privacy, human rights, and access to science. Quantum is a "human consciousness-transforming" technology and diplomacy needs to adapt to a VUCA (volatile, uncertain, complex, ambiguous) landscape shaped by nonlinear and disruptive change. 10) We have ended with discussion led by Pieter Vermaas (Delft University of Technology/Quantum Delta NL) We had wonderful dinner and carried our discussions all the way to midnight! 😍
